While ICOM provides many standard software products that target pipeline scheduling and the management of information, much of its time is dedicated to providing professional services.  These professional services include the development of complex, customized, enterprise-level software and database applications related to the pipeline transportation industry, such as: project conceptualization, project planning, project cost analysis, specification design, customized software development, system integration, data management, information publication, technical documentation, user training, and long-term technical support.

Many of the software development projects ICOM undertakes involve replacing or complementing an older, obsolete system.  Whenever software has been in place at an organization for many years, it becomes extremely difficult to start over with a brand new system.  Frequently, the main requirement of any new software system is to replace an old system without losing any of the useful features from the obsolete system.  All of this must occur without causing any technical culture shock to an organization, its personnel, or its customers that have grown accustomed to the older system.  In order to create the best system possible, one must gain a detailed understanding of the features found in the old software while also understanding the main objectives and goals of the new software.
